With the Rallye du Maroc set to close its registration on Friday, Amnay Hajji is in dire straits if he wishes to take part. He wants to compete in the Rally3 class, but has been unable to get a Moroccan rally license from the Fédération Royale Marocaine de Motocyclisme.

Hajji is Moroccan and French, but otherwise races under the flag of Morocco. However, as he explained on Thursday, the federation hasn’t given him any avenues to obtain the license for three years now.

The FRMM told him he’s never been explicitly refused the license, but he also has yet to get a clear explanation for why they haven’t giving him one.

“If I haven’t been rejected,” he started, “why, after all these years, do I still not have the opportunity to obtain my license?

“I am not looking to stir up controversy. I am asking for a clear answer. If my application is incomplete, tell me exactly what is missing. If there’s a regulation requirement, put it in writing for me. If there is a procedure to follow, let me know what it is. I am ready to do whatever is necessary in compliance with the regulations. But I ask that the same rules be applied to me as to other riders.”

Some speculation arose as to whether his dual citizenship might have angered the FRMM. To this, Hajji stressed that “I am not asking for any advantages because of my French nationality, but I also refuse to let it be an obstacle.” While he could theoretically look to get the license from the Fédération Française de Motocyclisme, it would mean competing under the French flag when he wants to represent his home country in his home rally.

Hajji was the highest-finishing rookie at the Baja Morocco, which isn’t FIM sanctioned, in 2024. He has been able to participate in events put on by the RdM like rally schools, but the race being FIM-sanctioned means he cannot compete without that license.
